New gather rule:
3. If you cannot play, get a substitute that is not banned.

Ban period: First offense will be a 1 day ban. If you do it multiple times, ban period may be 3 days or longer.

What about when the banned person doesnt say he/she is banned?
There any way for the person needing a substitute to check?
